Police stations in low-demand provinces
For an NIE without residence: Soria, Palencia, Ávila or Teruel have appointments in 1-3 days. If you can travel (they're small cities 1-2 hours from Madrid), it's a valid option.

Go early to the station with documents proving the urgency (notary signing date, job contract, etc.). Not guaranteed — it depends on the station and the officer, but it works in some cases.
